Ministry of Digital Affairs launches AI product and system evaluation center

The rapid development of emerging AI technologies is evident, with the Ministry of Digital Affairs initiating AI testing efforts. Today, on the 6th, the launch event for the "AI Product and System Evaluation Center" took place at Taipei Tech. The event was attended by the Minister of Digital Development, Tang Feng, Executive Yuan Commissioner and NSC Chair Cheng-Chung Wu , representatives from relevant Executive Yuan agencies, domestic and international language model developers (such as TAIDE, Meta, Microsoft), and industry associations. The establishment of the AI Evaluation Center aims to create a fair and reliable mechanism for evaluating AI products and systems, contributing to the development of a robust AI testing system and a trustworthy AI environment in Taiwan.

Tang Feng emphasized that digital technology serves as a powerful tool for fostering innovation and transformation across various industries in Taiwan. The Ministry of Digital Affairs (moda) plays a crucial role in accelerating digital transformation across industries. Given the pivotal role of AI technology in industrial transformation and digital innovation, the Ministry is committed not only to promoting AI intelligent application services but also addressing the risks and challenges associated with the development of AI products and systems.

To mitigate potential negative impacts of AI technology development, the Ministry of Digital Affairs is collaborating with institutions such as the Industrial Technology Research Institute and the National Center for Cyber Security Technology to conduct AI testing. By analyzing the AI policies, standards, and regulations of international organizations and key countries, the Ministry aims to draw insights and gradually establish AI testing systems and regulations in Taiwan.

Currently, the Ministry has preliminarily established testing items for large language models (LLMs), referencing major international AI standards. These items cover safety, explainability, resilience, fairness, accuracy, transparency, accountability, reliability, privacy, and security, among others. Preliminary testing has already been initiated to promote the development of trustworthy AI applications and products.

The AI Evaluation Center includes structures such as the Institutional Promotion Committee and Technical Review Committee. It will formulate the "AI Product and System Evaluation System" and "AI Product and System Evaluation Guidelines" to construct a testing method and regulations that AI products in Taiwan should adhere to. The Center will provide domestic AI product testing services and plans to establish verification institutions and testing laboratories in 113 to further promote positive development in the AI industry, ensuring the correct usage of AI technology, enhancing the efficiency and safety of domestic AI products, and taking a significant step towards establishing a trustworthy AI environment in Taiwan.

The AI Evaluation Center will devote efforts to promoting the development of domestically developed AI model efficacy testing tools for different product categories. By referring to corresponding international testing methods, the Center aims to develop testing tools and systems tailored to domestic testing needs. In 113, the Center is expected to continue testing language models to assist AI product and system developers in providing trustworthy AI products, systems, and services. The Ministry of Digital Affairs will also invite relevant agencies to participate in testing efforts for different AI systems, products, and service categories, fostering collaborative efforts across departments.

By establishing a trustworthy AI environment in Taiwan, the Center aims to align with international standards and propel compliant AI products onto the global stage, accelerating the expansion of international markets. The AI Evaluation Center will continue engaging in dialogues with various sectors, analyzing industry needs, and understanding global AI application trends, ultimately constructing a safer and more reliable AI testing environment.
